The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Considerable effort is devoted on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a ability enabled by up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from thinking that the situation will not change more in its benefit in the near future.

Divergent Views

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
